&lt;p&gt;&lt;b&gt;TARGET READING FIRST: OUR MISSION AND VISION&lt;/b&gt;
&lt;/p&gt;
&lt;p&gt;To bring a broad-based focus to reading, volunteers with Vision 2020 formed a unique Reading Collaborative, which brings together dozens of organizations and individuals from local schools and universities, agencies working with children and families, and the broader non profit and business communities.  The result of a community-wide visioning process, &quot;Target Reading First!&quot; has emerged as a key strategy in helping the Greater Bakersfield area achieve its Vision for the future.  
&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Our Mission:&lt;/strong&gt;&lt;br&gt;
To create a culture of reading by coordinating efforts that focus results in 
  increasing exposure to and practice of reading by&lt;/p&gt;
&lt;ul&gt;
  &lt;li&gt;identifying and evaluating community resources and gaps&lt;/li&gt;
  &lt;li&gt;linking people, programs and organizations&lt;/li&gt;
  &lt;li&gt; identifying necessary resources, including funding, to address identified 
    needs and&lt;/li&gt;
  &lt;li&gt;creating an identity of the Collaborative throughout the community. &lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;Our Vision:&lt;/strong&gt;&lt;br&gt;
By the year 2020, 90% of children age 9 in Greater Bakersfield will be at 
  grade level in reading skills, and 90% of 9th grade students will be at grade 
  level in mastering reading content&lt;/p&gt;</description>
